Both measure the same profit against a different base. Selling for 1,000 something that cost 750 is a 25% margin (profit ÷ price) but a 33.3% markup (profit ÷ cost).
Margin is profit as a share of the selling price, so 100% would mean the item cost nothing. No price reaches it when there is any cost at all.
