Yes, for every image the tool re-encodes: the new file is built from the pixels alone, so camera details, dates and GPS location are not copied across. The one exception is when an original is handed back unchanged because it was already smaller.
No. The images are processed in this browser tab, using WebAssembly builds of the same open-source encoders Google's Squoosh uses. They never reach KuponGuru's servers, and closing the tab discards them.
