By its length. Dates from 2001 to 2286 are 10 digits in seconds, 13 in milliseconds, 16 in microseconds and 19 in nanoseconds. The detected unit is always shown, so you can see the assumption it made.
None — it counts seconds since 1 January 1970 in UTC, so the same number is the same moment everywhere. The time zone only matters when it is shown as a date, which is why the converter shows several.
